Strategic Plan Overview
With assistance from consulting firm Omni Tech International, Midland Public Schools has launched a comprehensive strategic planning process to guide the district’s direction over the next five years and beyond. This work brings together input from students, families, staff, and the broader community to shape clear goals, priorities, and measurable outcomes across all areas of the district—from curriculum and facilities to student experiences and graduate readiness. Grounded in a thorough review of current practices and more than 3,200 pieces of public input, the plan will be designed to build on strengths, address opportunities, and provide a clear roadmap for future decision-making in support of every student.
The MPS Board of Education approved the strategic plan framework on March 16, 2026. Now, the MPS planning team and Omni Tech will work to build out the first year of work, metrics, and a communications plan based on this framework.

The strategic plan will focus on four priority areas, each with several objectives. The areas are:

One of the key outputs of the strategic planning process is the Profile of an MPS Graduate.
Midland Public Schools’ Profile of a Graduate defines the key knowledge, skills, and characteristics our graduates should possess upon completing their educational journey with us. Developed through input from students, families, staff, and community members, this profile serves as a guiding framework for instructional decisions, student experiences, and long-term strategic priorities.
This profile represents our commitment that every student will leave Midland Public Schools prepared for a defined pathway: college, careers, trades, and life beyond high school.

Phase 1: Initiation & Discovery
September: Planning Team Kick Off
October – January: Data Collection / Stakeholder Engagement
Activities: Gathering internal/external data and trends, collecting stakeholder feedback, and conducting a SOAR analysis.
Phase 2: Strategy Development
November – February: Strategic Plan Development
Activities: Visioning, emerging framework/high-level strategies, setting priorities, and integrating with infrastructure efforts.
March: Board Vote on High-Level Plan

March 16, 2026 - Board of Education approves Strategic Plan framework
We officially have a strategic planning framework!
On March 16, 2026, the Midland Public Schools Board of Education approved a new long-term strategic framework shaped by months of input from students, staff, families, and the broader community, establishing updated mission, vision, and values along with clear priorities to guide the district’s direction.
Strategic Framework: Mission, Vision, Values, & Priorities
The plan focuses on academic excellence, strong relationships, responsible operations, and safe, modern facilities, while introducing a shared “Profile of a Graduate” to define what success looks like for every student.
With the framework now in place, the district will shift into the next phase—working this spring with consultants to build a detailed first-year action plan, including specific strategies, resources, and measures of success—before fully launching the complete strategic plan in July 2026. February 27, 2026 - Board of Education gets first look at draft documents during Strategic Planning Workshop
At the February 27, 2026, special meeting, the Board of Education conducted a strategic planning workshop to review and discuss an updated draft of the items presented on January 20. This included discussion of the district's mission, vision, and value statements, an overview of the strategic framework (the items that will shape the strategic plan and guide our work over the next 5+ years), and the Profile of a Graduate. When completed, the Profile of a Graduate will showcase the knowledge, skills, and traits that every MPS student will possess when they graduate.
The Board of Education is expected to vote on the high-level Strategic Plan at its March 16, 2026, meeting.

January 20, 2026 - Board of Education Receives Public Input Data
At the January 20, 2026 Board of Education meeting, Omni Tech International provided an update to the Board and the MPS school community that included data findings from the public input phase of the process; proposed mission, vision, and values statements for the district; and a look at the initial "Portrait of an MPS Graduate" that defines the skills, knowledge, and attributes all graduating scholars should have when they leave MPS.
